Yes, exactly my point. Having PhD doesn't guarantee a job and in some cases even makes it harder to find one. It's really a paradox. It's good for American science to have people with PhD, but in some fields you even would not find Americans having PhD. In my husband's field 99% of applicants with PhD are either Chinese or Indian and some Russians.
If it's not broken, fix it until it is.
