Whether or not the Bush administration has a plan for dealing with a civil war in Iraq won't be known until the following:
1. A civil war actually occurs.
2. We see how the administration reacts to it.
In fact, the military commanders who testified before Congress the other day did NOT say Iraq is currently in a state of civil war. They did not even say that it is definitely heading toward civil war.
What this administration or any administration does behind closed doors and what they say to public may be two different things. There is nothing wrong with that, per se. If they are examining how to react if Iraq slips into civil war, and I hope that they are examining that, their plans should be kept secret.
