RUN by default launches the application in the 16-bit environment which then shells out to the 32-bit environment. There are some subtle differences in this case, such as the TEMP directory is pointing to C:\Windows\Temp instead of the user's temporary directory. However, this shouldn't be the case with CreateProcess.
