I just filed a bug report to Microsoft regarding this issue. FYI.

This is not a bug. In VFP 9.0, SYS(2040) only applies in cases where SET REPORTBEHAVIOR 80. The behavior you are observing is by design. The help file in 9.0 clarifies the behavior a little, but is still lacking some information, IMO. Perhaps this documentation lack will be addressed in the upcoming SP2.
