I finally got it. I just made it overly complicated. I didn't really need the ParamString variable once I switched to using arrays. I think the problem before was that I had a ParamString named "@Param1", for example, but my SQL code was " WHERE reqby = @ReqBy". There may still be an easier way to do things than what I did but it's working now and I'm happy.
