Actually, that looks quite familiar to me (sigh).
The problem is likely related to codepage translations, especially between DOS and Windows. Perhaps the text involved was saved using a DOS (as opposed to Windows) codepage. Check the following: How does the text file look if you open it it Notepad? Try to translate from codepage 850, or perhaps 471 (?) to a Windows codepage.
Also, sometimes you must make sure that tables involved are marked with the Windows codepage - or with the DOS codepage, if the table is from the third-party tool.
