Yes and no...
Crystal comes with a runtime report designer that you can ship with your application, but you have to purchase additional licensing to do it.
If you want to create a report programmatically, you *can* do it. Go into Crystal and create a blank report, then save it. When you go to create the report, copy this blank report to the new report name, then open it up and add/edit/modify objects via Crystal's object model.
