No it's not.
The problem is that a lot of bugs are reported that we couldn't repro due to inadequate information, or inability to reproduce. Also, the sheer volume of bugs during a product cycle precluded us from more than a cursory glance at an externally reported bug if repro info/code was inadequate.
After product ships, every bug is looked at a bit more carefully as testers now have more clock cycles (no more test runs) and to see if there's a potential Service Pack issue.
Finally, we had customers telling us about bugs who were wrong 19 out of 20 times and others who were right 9 out of 10 times. So who do you think we'd pay more attention to when a bug was claimed with limited time to investigate?
