That has a lot to do with it, as Texas has been pretty Republican for a while.
IMHO Clinton didn't let his cabinet members stand out to the extent that they do in the Bush administration, with the exception of Reno (universally despised by most of the people I knew then) and Albright. The media also tended to present anything and everything Clinton's administration did as a Clinton achievement - hardly a day went by where I could pick up the paper and not read some glowing statement over what he was doing or had done. Again, IMHO, he didn't have to deal with the kinds of problems Bush has had to deal with since taking office.
