One would hope that MS' measurement of "system idle process" is exactly that, thus non corruptible.
I've seen 2 kinds of things slow my system down a lot.
1) A process that has a memory leak that eventually uses all real RAM plus. Skype did (does?) this to me on some occasions.
2) Having a mapped drive defned to a place/folder that no longer exists.
I've had other things not so clear, but a re-boot always solves those.
