Hi,
Try clearing all files in the windows temp directory, i.e. c:\documents & settings\YOUR_LOGIN_NAME\local\temp, anything over 300 files starts to impact performance.
Internet explorer delete all files, offline content & cookies.
Select start run - prefetch, select all & delete.
Then empty the recycle bin & reboot.

Also one of the last security updates appears to have effected keyboard & mouse responsiveness slightly, still checking it out.

If the above dosn't work check for a rootkit.
