I can get you a few links to free downloads for APACHE - the APACHE DOM and a Java development engine.

My inderstanding is that servers running under Apache are written in Java (not Java Script) - but dot-JSP - and dot-Java (dot-class) files.

Moodle transposes IIS or ASP requests to Apache.

The download version has it's own webstart. Sun also provides a Visual Java Development Tool - they have a generous evaluation period - but when it expires - the VJE costs. You don't need it - you could do it with text files and alert box debugging.

I am checking my bookmarks for an IIS MTXML - I know I have it some where.
