Perhaps there does. It's called slander I think - that's the 'limit'. Or perhaps treason when you give away govenment secrets (or sqeal out the ID of a CIA agent...ha). -- but arresting a guy for broadcasting someone else's TV station is surely well within these accepted limits - or should be.
