I had this exact challenge, and after much brain-damage, I finally decided to do the following and it worked great.

Developed the pocket pc application using C#.NET uisng the *FREE* opennetcf Open Net Compact framework that integrates with C#. On the pc, I used VFP to store the data of course and to create reports, etc.

You can download the opennetcf compact frame work from http://www.opennetcf.org/home.ocf

Hope that helps. Looking back, it was a great way to familiarize myself with C# and was really fun when it was all said and done.
