I had this exact challenge, and after much brain-damage, I finally decided to do the following and it worked great.
Developed the pocket pc application using C#.NET uisng the *FREE* opennetcf Open Net Compact framework that integrates with C#. On the pc, I used VFP to store the data of course and to create reports, etc.
