If it was done for purposes of, say, an album cover, that's common. How many models' photos do you think make it to a magazine unretouched?
I have this silly idea that historical pictures, and anything (films, video tape, photos, etc.) released for public consumption ought never be LATER changed unless there is clear notation of such. Else we can no longer believe our eyes anymore.
