I have an old computer which I want to reformat and reinstall an OS. But I am having a problem making the hard drive bootable.

Here is what I did:

1. Started the notebook with the Win98 start up 3.5" diskette.
2. Executed FDISK and created a partition of about 17Gb. Made this partition active. I see it when I use the choice of View Partitions of FDISK.
3. Format the drive C with the following command:
FORMAT C: /S

But when I reboot the PC without the floppy diskette I get message something to the effect "No active partition, run FDISK".

What am I missing?
