Next thing to try is to purge your foxuser file... like this:

USE (SET("resource",1)) EXCLUSIVE
PACK
USE
SET RESOURCE on

Now open any .prg file, rightclick, set the editing properties as you like, don't forget to check "apply to .prg files", and click OK.
