>I wish to develop an application with an SQL back-end, and VFP front-end, and also a web-based front-end that has access to the same SQL back-end. The front-end in VFP will be used in-house, with approximately 100 users, and is a case management system (workflow), and the web application would be used by the client so that they can view information about their respective cases, and also to view/download the management reports created by the VFP application.

You can make 2 separate applications.
Clients server one - VFP/SQLServer
Web application - ASP.Net/SQLServer

Or you can make a N-tier application.
there are a few VFP commercial frameworks which easily provide solution for both type application
