Had bitter experience with this issue myself.

IE previewing/printing HTML will NOT folow pagebreaks produced by VFP9RE.

What happened to me, was that report that prints normally on 22 pages spanned on over 40 pages when printed via IE/HTML. Page Numbers produced by vfp report looked totally ridiculous when printed on paper. You wld see pagefooter of let say page 15, printed right in the middle of page 35 :))

My 'remedy' was to supress pagebreaks by setting pageheader/pagefooter to zero height and let IE/Preview&Print show it's own pagenumbers.

Did not try with Mozila or Opera but I highly doubt they wld do much better.

IMHO simple conclusion is;
If you want to hv completely portable report - then use PDF
Unlike HTML it is designed to be portable.

You can export VFP reports into PDF format by using some
of commercial report coverter tools such are XFRX, Frx2any etc.
If it is just for some inhouse purposes, then you can hv PDF by simply printing your report via some of free PDF printers. (I recommend PrimoPdf)
