DNS lookups are usually fast and efficient. I've never heard of a case where DNS lookups noticeably slow down a network connection. I'd suspect it's something else that's slowing you down, or using bandwidth (e.g. zombie PC/spambot, people playing Internet radio/TV, etc.)

It sounds as though you have an internally configured DNS server, and you want everyone on your LAN to be using that rather than going out to your ISP's DNS servers. If that's the case, you could enforce this by setting your firewall to only allow outgoing DNS from your DNS server.
