Setup Wizard Fails To Install Updated EXE

Hi:
I have an application that has three EXE's and several tables. The main install works perfect using the VFP 5.0a Setup Wizard with SP3. However, when I attempt to use the Setup wizard to perform an update of the three EXE's on a workstation; one of the three EXE's does **not** get updated--the other two *do* get updated. Here are my three EXE's:

SECUREFL.EXE 270 k
SFDATA.EXE 53 k
SFSETUP.EXE 25 k

The EXE in question is SECUREFL.EXE

This is what I have tried so far:
(1) Applied the latest Setup Wizard patch--has no affect.
(2) There are no long file names/directories in my application
(3) Problem occurs in NT 4.0; unknown on Win 95
(4) If I delete SECUREFL.EXE *before* I perform the update, then the updated EXE *does* get installed.
(5) If I create a simple EXE--the same name as SECUREFL.EXE and about 10 k in size--the update works perfect.

It seems to me that the Setup Wizard has a problem with EXE's with a file size of around 256 k. I have other applications with EXE's over 1024 K and they do *not* have a problem. Has anybody else encounterd this problem? Is there a workaround? Or am I missing something?

I have spent the better part of the day trying to figure this out. Please help!
