The exact error that pops up I think can be misleading. I thought both out of memory and zero divides were manifestations of the CPU speed problems.

Try the site again, it takes quite a while for it to find the site on my system but the link I posted does load. You might also try it without the www like this http://vss-inc.com/slowstart.html. It worked better for someone else a couple of weeks ago.
