Beth is right. It varies widely, even within states. Chicago public schools started today, as did the ones where my daughters live in Wisconsin. Kids in the twon where I live in northern Illinois started two weeks ago.

The reply I'm most curious about is Sam's. I am sure there are some districts that do so, if he says so, but personally I have never heard of a school year that starts the first week in August.
