But then the data would still be on the file server, so the problem would just move.

For unstable networks... either Citrix/Terminal services, or database server, or offline views. Any of these would require some work. Other than that, I haven't heard of a way for Fox to recover from a situation where it loses a handle to a network file, whatever the file may be - code being edited, table being used or exe being run.
