The last contract position I had in the Philly area (6 Yrs ago) I billed at $105/Hr. I have billed at anywhere between $75-$125 depending on the scope of the project, payment arrangement, and how much a PITA the customer was :)

If you are subcontracted out, plan on paying the middleman about 20%.

NY and DC could probally command a premium, but the market overall might be a bit softer than when I was consulting.
