Sorry,

I played a bit with your file yesterday. When I converted into XML, the file was converted correctly. However, I haven't really attempt to convert to DBF, after failing few tries with XMLToCursor.

You also may try to produce TAB delimited file and then append from it.
If it's not broken, fix it until it is.
