Really, I don't know what to think about it. Perhaps morally it was wrong. But what ya gonna do?
It sounds like they (the tourist businesses) needed the tourist's money and there were few who couldn't resist the bargin. But I don't know about the dead decomposing bodies on the beach... I doubt it....
