Or maybe I should assume that if the user is running an older version (like W98 ME ;), he's not tech savvy enough to install a PDF driver anyway.

I think (not sure) it is preinstalled in Windows Server 2003, Windows XP, Windows Me, and Windows 2000, before that you should install it.
