FWIW the common source of this type of info is the Electoral Roll compiled by (local) government. If the person has registered to vote they should be on the list. I don't know of any site offering free access but look at (for example):

www.192.com
www.1stLocate.co.uk

The latter offers a £20 no find/no fee option
