I have version 9 sp1 also.
I have started with a blank form, add a combo, populate the combo with a for/next in the init, run the form and open the combo:

The cursor will follow the mouse arrow but the wheel has no effect whatsoever.
However the wheel does work in other situations like a BROWSE for example.

I'm running on a fairly new gateway box. XP Pro
