I've never created a service, but to get you started you can do something like:
loLocator = CREATEOBJECT('WBEMScripting.SWBEMLocator')
loWMI = loLocator.ConnectServer()
loServiceM = loWMI.Get('Win32_Service')
lnResult = loServiceM.Create({Parameter List})Where {Parameter List} you can read from here
