But No. It has nothing to do with the FTP Server.

The FTP server is offered by our ISP is always ON. As I mentioned, another computer on the same LAN, has no problem connecting right away.

I believe the problem is that; Some application is blocking the FTP port. I need to know which PORT, and which application is blocking it.
