Report Menu -> Bands ... select the band. Is Constant Band Height checked?

Now, if you had a vertical line in the band, you could set "fix relative to ?" (suck it and see) and "Stretch relative to tallest object in group". This may force the band to stretch vert. to the deepest stretchy text in the band, and keep the line within. I don't know. HTH
