Both 1988/2/28 and 1988/2/29 will be 1 year on 1989/2/28. They will turn one year and one day on the March 1st. That's common sense. I agree what knowing person's age will not give us his/her birthday correctly for leap years (it may be one of the two possible dates), but knowing the birthday and the exact age should give us the precise date. Would you agree on the last statement?
I'm not sure about your "my point was your offending only" remark.
If it's not broken, fix it until it is.
