You'll have to read the law Dragan. There is a definite difference. It cannot be any oath for it to be perjury. Howefver, that is why he should be under investigation for Impeachment - breaking the rule of law, not lying under oath - perjury is only applicable when under the oath testifying before federal courts and grand juries. Otherwise you are referring to unsworn falisificaiton to authorities - not to the American people still. HOwever, there are a few things he has done (still must be proven) that fall into the category of breaking the rule of law and abusing his powers which qualify for impeachment proceedings.
