Of course the attempt to rescue the 52 Americans came “after the fact”. First they had to be taken hostage.

I think the chronological order had something to do with the series of events that involved the taking of the American Embassy personal in Iran. On September of 1979 the Shah of Iran came to the United States for medical treatment. On Nov. 4, 1979, the American Embassy was taken over and the employees were made hostages. Relations with Iran had not deteriorated to the point that it was thought that Americans should evacuate Iran.

With an Islamic revolutionary government in power we had no concept that our embassy would be taken over.
