We do not hear much about the infrastructure of Iraq being replaced after we attacked and destroyed so much. Tens of billions of dollars spent and no end in sight.

Then we have New Orleans and the surronding area. One year later things are not back to normal.

Lots of possible variables control the replacement of infrastructure such as money, politics, and agenda. Point the Army Corp of Engineers in the right direction and they do the impossible in record time. Try to fill a pot hole in California could take years!
