What he means, as I understand it, is that federal law administration (judges and legislators for example) is being moved and considered at the provincial and local level, each applying their "style", yet trying to keep the original intent (ideas) of the federal law.

Consider that what a certain federal law says, may be interpreted a little different in Quebec (French-speaking Canada) than in British Columbia, (a completely different area in the political spectrum).
