OLE DB or ADO (you said it is not an option, but you didn't have any other).
Or you could build a COM server with VFP and use tables natively and comunicate with XMLs. I am not sure if this could be done with PHP (I have not a slightest idea what you could do with PHP)
Or switch to other DataBase :-)
