I saw this file tonight in the Downloads section which was just submitted today by Alex Grigorjev. The file is named Outlook UI Library (version 1.1.001). There is a snapshot of what can be achieved from VFP in regards to interfacing with the Outlook library. The entry can be accessed as follow:
