I have XP Home SP2 (need to get to XP Pro but not looking forward to the changeover!) and also had a problem using outlook2003bar. I ended up having to change the gdiplus.vcx (made my own copy and altered it, mygdiplus.vcx) and changed any references in outlookbar2003 to use my new class. Not sure if this will fix your friends problem but worth a try.
