Maybe not, but it costs literally nothing to test it. It sounds like you have a test environment that can beat on it pretty hard; you should be able to tell if Express is going to be good enough.

Another SWAG, based on John's message:

If IIS is pooling VFPOLEDB connections, is there some way you could turn that off, for test purposes?

Don't ask me for details how, it's getting out to the limits of my limited IIS experience :)
