For putting this in parallel to post-WWII rebuilding. IMO, the situations are too different to draw any sort of conclusion.
As for Vietnam, I don't remember that it was rebuilt by the US. What happened during the war, how was money handled - if you have any info on that, I'm really curious to read it.
