Only those who couldn't be defended in court are let down, but not after a long battle. If that doesn't show that party loyalty is appreciated more then plain honesty, I don't know what will. They don't even try to pretend that they're trying to be honest. No better than churches protecting pedophile priests.

Congressman Condit - no punishment after finally admitting to an affair with an intern
Congressman Studd - actually had sex with a minor male page and received a censor but nothing else

You are absolutely correct in that nothing ever seems to happen to those who abuse their position of power.
