I don't know what the problem might be - works for me on the clients/servers I've tried. Check this link for supported clients and servers:

Presumably you are sure that the server time is actually set correctly?

I think there's a bug in the code - values for timezones east of Greenwich (i.e. GMT+ ones) are returned as negative integers and the code isn't tranlating thsse correctly.
