>How can I create a shortcut on a Label and Command Button in foxpro?

If you mean a keyboard shortcut, i.e. a hotkey - just insert a \< (backslash+lessthan) in the caption, and the label or commandbutton will be accessible by alt+letter. You can do that in pretty much any control which has a .caption property, including pages, checkboxes, radio buttons. Also in menu prompts.
