File is in use is the error message the same user gets when he tries to open the same file twice on the same workstation.

File access denied is, when another user on the network/workstation tries to open a file which is already use exclusively by any user. To avoid this error the first user should open the file in share mode ie USE XYZ SHARE.

I think this will salve your problem.
