I don't know about other European countries, but here in EU-NewComer Cyprus this is still just one EU directive, that goverment is lagging behind in implementing. They seeked/got exemption from this rule for another year, due to large number of foreigners employed here legally and even bigger number illegaly/semi legal. (We are relatively small island)
They are *carefully preparing* legal fremework for adhering to this rule
as of January 07. Knowing migration/immigration authorities here
it is gonna be everything but easy/fast to get it.
