This sounds like the Windows XP security issue that's been around for a while. First thing to try is to right-click the CHM, choose Properties, and if there's an Unblock button, click it. If there isn't such a button, you have some more work to do: you'll need to hack the Registry as described in an article on MSDN. I don't have the URL handy because I'm at home right now, but I'll post it when I get to work and can look it up.
