Mike,
I was able to test this in VFP9 and it behaves the exact same way as VFP8. The container is a clipping boundary at it's very outside edge, not the inner edge. This is causing the border to be overwritten by the clipped control. You can put a Line object over the top of the clipped controls at the same place of the container edge, but the line will disappear when the textbox has focus.
If you really want your container border to appear you'll need to reduce the .Width of your controls the exceed the right edge of the container, or change both the .Left and .Width of controls clipped on the left edge.
